Won't start

Hi, I'm new here and wasn't sure where to put this. I have a 54 plate 16v Clio and it won't start. When I try to start it, all dash lights come on, and go off. Turning the key in the ignition now feels stiff, this hasn't happened before. Lights work, washers work. I've tried jump starting it, and I've tried rolling starts and nothing. Any help would be greatly appreciated.

I'd check for the earth.
Fuel pump prime?

I assume it turns over?

if so check it's getting fuel as above.

New battery?

Or give the wires down the back of the engine a wiggle
