Would i be able to put REP side skirts on a non sport with orginal arches and then have a sport bumper on the back ? look it look odd ?

Does the rear sport sport fit straight onto a non sport ?

Looks fine, see R8 FTW!'s car, it has standard wings with rs rep sideskirts. Also yes the sport bumper is a straight fit on non-rs's just need to get new arch liners.

dumb question but are the arch liners just on the inside or is the exterior back arch bit ?

I didnt even bother with the rear arch liner TBH.
