Funnily enough I was going to ask the very same thing today but like you could only find expensive options. I'm also thinking of lowering my steering column some more with longer bolts and a sleeve, but still want to ensure the sleeve is strong enough.

For reference and from my finding a 172 Cup blower will fit into a 182 Cup but not a Full Fat Clio 182. It was a straight forward swap and should have come from factory like it IMO.

Will let you know, for some reason I'm not convinced its the clutch cable. When I get home tonight I'll have a look at it.

I run a 172 Cup set up like you however a slightly longer belt. I use this, form Euro Car Parts. Not my engine but its fits lovely: I thanks @GrahamS for the belt knowledge.
