You can. You never need to plug it in except to charge it from the wall. Wireless syncing if you must sync, and everything else pulled from iCloud. Magic.

I don't think you need to contact your provider to activate Tethering/Personal Hotspot - I may be wrong though, I just turned it on on my iPhone when I used it and accessed it via the wifi connections on my iPad. It doesn't even need to go near iTunes. You can do everything out of the box...

Check/charge/jump battery - I had a similar problem a couple of years ago with mine. Turned out to be a dead battery, wasn't holding charge at all. Which, coincidentally is what's up with my TT (well, one of the things..) at the minute. Amazeballs.
