You definitely feel a difference in the steering with spacers on. If it's a negative effect or not in guess you'd have to do some timed laps to find out, you soon get used to the feel and it becomes the norm. If it was terribly negative there would be plenty of people saying so on here.
I can't remember if I finished this or not🤔. I can remmebr getting stuck in a fight in the dlc with a previous save hours before and after far too many losses ejecting the disc and never playing it again!
Spindle like what mine did after I had replaced the gearbox. Turned out the exciter wire on the starter wasn't on securely. Definatly check the starter has a heat shield and if no luck elsewhere give the starter wires a wiggle and see if it fires up then.

Yeah the wheel spin bouncing is normal too, mine sounded like it was going to fall apart when it happened even with all new front suspension. A suspension refresh and decent geo setup will make a huge difference and with good tyres on the 182 is capable of a good launch.
