I see your point on the spring , but a stronger spring to help return the flap will surely only add an increase in pedal effort . These are tight enough as they are .

That type of pump you are showing is different to the kangoo one.
So from my memory banks I would say a Mk1 Clio Diesel

Have you reset the idle valve ?
The valve as you know moves in and out , by turning the ignition on and off will carry out the reset process .
Try disconnection the battery first and then the in and off procedure ...
