The main problem is that for those who are legal, it costs a bloody fortune, whereas Joe Bloggs who is on dole and drives uninsured and gets caught will pay £10 a month or something for a few hundred quid fine and gets 6 points on his license (if he has one)...then will carry on doing the same...
