you will be looking at £600+ for parts an labour to change the dephaser. Also you wont want a normal garage doing it due to the specail timing tools required. Also, dephaser pullys very rarely collapse/expode. The just get noisy. I dont think its a dephaser problem as they dont normally sound...

dont bridge the 6x9's, you wont get stereo from them that way. bridging is for subs only really.
Edit - just noticed you said 4 channel amp, if its a true 4 channel and not just a split 2 channel, then stereo bridging may be a possibility. Keep in mind its not possible with all amps. the best...
Sounds like a bargin to me if you can get an MOT. Get him to MOT it first (tell him you will pay for it if it passes). If he refuses then its probaly not going to get through an MOT without some repairs; in that case I would leave it.
You sure its steam and not white smoke? The way to tell is either hold a bit of paper upto the exhaust (water will condensate, smoke will not) or see if it stays in the air, steam will disappear, smoke wont. If its smoke, then it could be piston rings...
