Not specifically static but my IP on virgin hasn't changed in well over a year, plus the last octet is the same as my customer number on the hostname I don't think it will anymore either. Used to change every couple of days previously.
The replacement gaitor kits are £50 from renault for the inner on that side. Although if you've made the mistake of damaging it in the first place it might be a bit over your head to change one as its not straightforward.
Sometimes the faults need clearing with clip they won't go off even with the correct resistors in the correct places, also the easiest thing is just to disable the side airbags. I've got one but obviously nowhere near chester.
If its been properly galvanised (who knows with renault) then it shouldn't rust even with a small break in the coating due to how the oxidisation chemically occurs. It should still prefer to oxidise the zinc rather than the steel, but either way I wouldn't want to leave it uncovered personally...

Not necesarily, if the bracket has come loose it will vibrate when the pump operates which it will when you first set off after starting the car and it performs a self test.
Sounds like the oem cobra alarm Mick thats how it tends to behave when the car won't authenticate the key. Usually need ear plugs for fixing ones like these the noise wears pretty quickly!
