Yes but the rating, in watts, will remain the same. K is the temperature colour in degrees Kelvin. The higher the K temperature the closer the light gets to 'daylight'.

Sounds like hassle to me mate. I wouldn't buy them for the exact reason he hasn't used them on his car.

What wheels? It potentially means the bolts could pull through and the wheel fall off. Are they second hand?

The only way to know for sure is to either a) check that the connections behind the bumper are getting voltage when switched on, or b) swap the stalk for one you know that works. Your car is definitely a Cup yeah?
