I think cruise is simply a part of the ECU - if it's programmed it will work, if not it wont. That's how it was kind of explained to me from Henk when I had one of his RS Tuners. TC/SC does keep standard management as far as I know.

Airbag squib ring probably faulty. Sits under the steering wheel and controls the airbag and the CC functions. PM jenic (Mike) he had his replaced.

Yes it is, well engine management light actually - commonly referred to as the emissions light (decat).

The speedo dials (If that's what you're referring to) are LED's so there are no 'bulbs' to change. In answer to your question - yes the dash top has to come off to remove the cluster.

they come off very easily, generally you may need to heat new ones up to get them on.

Usually they just need adjusting.

Could be the pedal or could be a sticking throttle body - might be worthwhile cleaning it.
