have you checked them with a volt meter, start from the passenger side and work your way around. how the hell wires can get severed that dont move i dont know tho :/

something i sent to someone else: hi mate, they're the black bits on the top of the seat to just hold the seat belt in position. why the clios have them i dunno, they also lower the seat down for access into the boot. if that's what your on about, i got the them from cit-ren near where i live...

check the wires in the top of the courtesy light, make sure nothings touching the wrong thing to cause it to be on permanently.

yer except the bumper mount, but the metal part of that is actually quite bendy you can easily bend the metal on the otherside. shud of seen the front of their car, they couldnt even get into the engine bay as the bonnet had jammed.

just checked haynes, it is the "instrument panel radio earth", where that is i am not entirely sure, but perhaps that is causing the issue of a crappy earth. its just a possibilty tho! i would assume it may be under the instrument cluster or one of the bolts holding the top dash on etc, not sure.

might be the speedo sensor, i think that has to be in one of the wheel archs somewhere, where i dont know, but thats what i would guess at. if your rev dial is fine then its not the common problem of sticky throttle body

just so you know, you don't need to remove the wheel arch to get to the horns wiring, simply jack the car up on that side and look under from the front you will see what i mean. just spray some wd40 on the blasted connectors, my horn was well funny actually beeeeeerrrhhhhhrrrrhhhhppp beeeeep...
