There is no divide. Just engine off and HU on (so ignition on) then you will get 12v from the remote. When engine is running you'll get 14.4 from the remote cable (well you shoudl) All this does is click a relay within the amp.
SO basically more than likely the amp is knackered if you have 14.4...
