I had it fitted by AMD Essex for around £430 fitted. It'll be cheaper if you can fit it youself, but I didn't fancy having a go.

Many will disagree but I would say a Milltek fits your needs perfectly.

It was around £400 to fix, but the part itself was only about £120 or so, so if you can fit it yourself or know someone who can fit it you'll be laughing. I think I was ripped off a bit to be honest.
Sounds like your PAS pump might be on it's way out. I had a similar thing (without the burning smell) and it went away once the PAS pump was replaced.

Check the cat - cat back clamp as well, mine was rusted like a b**ch and I replaced it with a stronger clamp and resealed it. Really easy to do and stopped my blowing exhaust. Yay!
Milltek with standard CAT here and it's plenty loud enough for me. I don't particularly like drawing attention to myself, I am only in a Clio after all :p
