Farecla G3 liquid compound will cut through ANYTHING if it's used correctly/enough. Be careful with it as by hand it's fine, but with a machine if you don't know what you're doing you may end up taking the paint clean off it.
If it's never been polished before, after claying you'll probably need a fairly abrasive polish on it to bring it back up to factory standard, then look at other polishes to bring out a shine.
Don't take anything sharp anywhere near the heated screen, you'll only damage it. Get a proper heat gun onto it and you'll get it off with a lot of picking at it with your nails.
Do what you're doing, go get quotes, take his cash then go get it fixed. Don't go through insurance unless you really have to, it can take ages if he starts to be a tw*t about it.

Get a machine polisher if you can and some farecla g3 compound and it should have it off in minutes, just be careful with it because it'll also have your paint off in minutes too if you buff it for too long, especially if it's torn.
It may "only be a clio" but it's still one of the most expensive purchases anybody will make, and you don't want someone ruining something you've spent your hard earned cash on.
I don't get why you'd spend all that money on the kit/wheels/interior etc then make the back end look like a sh*t afterthought slapped onto the original bumper.
It probably is done to top quality, but it still is dog ugly. This is in my opinion before the "nuffink wrong wiv dat luks mint" crowd...
Getting there, I like what you've done with the bumpstrips as tbh I think that colour would look sh*t colour coded. Lower it 60mm next and worry about the wheels later is what I would do.
Edit : Silversions = silver indicator bulbs that flash orange. Look good in ph2 lights.
