Are u using a wireless connection? That sometimes causes delay and some packet loss when gaming. Wouldn't have thought the connection speed would be that important. I get the same ping on my 3.5mb connection as I did on my 0.5 and 1mb.
Pings of 40 shouldn't be enough for the other player...
If its only scuffed it and not damaged the wheel itself it can be repaired. Probably better to get it refurbed than get it touched up if its quite a bad scuff. Usually costs around £40.
U mean norton internet security/firewall? I'd have thought there would be a list of programs that try to access the internet in norton. You can just allow traffic for limewire.

Could be that the speed is too high for your line. If your on the max package it connects at the fastest speed it can but at night the quality of the line isn't as good (to do with more noise on the line at night or something) so it stops working. I had this problem with my old internet and the...
not 100% sure, but I think push email is just a constant connection to the server so new messages are received straight away. I use an IMAP connection instead of POP then the messages are left on the server instead of being downloaded to a PC/Phone.
