Sounds like its not getting an IP from the router. Restart the router then the laptop and see if that fixes it. If not manually assign your laptop an IP.

If the box is buggered and they want to charge you for a new one/service call. Buy one off ebay and set it up yourself. Will work out cheaper.

My brother did it for my dad. If you do a quick search on google there is a website with guides for whichever model of box you have. Just a case of swapping it then forcing your box to do a new installation, the rest is done automatically. (not sure if the HD needs formatting in a PC first)

Usually with comet etc if you take it back there they will send it off to be repaired for you, might take longer though.

The static ones aren't so bad as u know they are there, still a pain though.
