Did they change the Aux belt and tensioners ????
Check the fuses, the relay and if they don't show up a fault, then run a pair of wires from the battery straight to the fan connector to make sure that is working.

If it occasionally doesn't arm, then you might have a problem with the door switches or the ignition feed.
The door switches, signal that the car is closed and thus the alarm can be set, if the alarm doesn't get that signal because of a faulty switch telling it a door is still open, it wont...

Are you sure you just haven't turned the dimmer control right down.
iirc the Laguna instruments are illuminated all the time the Ign is on, then controlled by a dimmer knob when the lights are on.
Yep, sounds like you took the main auxiliary fuse out, (the 20a one) that would stop all sorts of things working.
Moral of the story.....disconnect the battery before you start work, if your not sure what you are doing. ;)

I think the answer has to be yes.
Its the time and labour to get at them that makes up the bulk of the cost, the belts and tensioner are relatively inexpensive components.
I can appreciate your not happy, nor would I be. but every time the subject of cam-belts come up on here, Fred, Edde and others always say the same thing as I have read in maintenance manuals,
IE: It is false economy not to change the aux belt and tensioner at the same time.

One possible cause of your problem is where the wires go from the body to the tailgate, through the rubber tube grommet, the wires can break or short out.
The problem of course is, you need to get the tailgate open first to check this.
Turn the steering onto full left lock.
Pull out the black clip to release the back edge of the splash-guard under the wing..
Remove the engine cover, then you can either release the cable from the t/b cam by twisting it, to the open position, or undo the 2 bolts that hold the outer cable...
Its the small diameter pipe that drains any overfill from the filler neck, just inside the filler flap.
It should run out under the car but if the pipe comes off it can run down inside.
Here you go, just be careful, not all Clio's use the same colours.
