Could be a faulty lambda sensor? If you go 60mph on the motorway and reset mpg counter do you get over 40?

Take it to a specialist, a quick test drive from them should be able to tell you if it's down on power or not tbh. Also, used Super all the time would help - at least on the Ph2's it's "recommended" on the fuel filler cap, and I found it to run much better. Also - look into the RSTuner map if...

I think if you're gonna wrap it, do it like the RS above and don't go for a matte colour, they tend to look s**t pretty quickly tbh. That one above looks awesome, and as it should be - a colour change that doesn't make it look cheap :P
