I think its to do with the diff? ie one wheel rotates slowly and one rotates faster, yet they arent as free as they could be. That combined with the tyre width as Shaun said, causes the mild scrubbing/skipping

They are illegal because... incorrect font incorrect spacing between 04 and XLP no manufacturers postcode renault symbol on left front plate is too small hehe. I dont think they will draw that much attention tho, its not like they are unreadable or very small lettering etc.
