I've got the same problem, I changed the cat to manifold kit with the new springs, and it didn't make a difference.
Also the clamp that clamps the cat to the center silencer isnt that great, Ive tried quite a few and haven't had much luck getting the cat to sit higher as it just sags under...
Should do, I did some looking into it and you need the right tuner or update list cable otherwise it wont work, so the one you've bought now should work.

If you want cheap... get yourself a silverline, they are heavy and possibly have a sharp start etc, but if you get a cheap backing plate (m14 hook and loop) in whatever size with some decent polishing pads you can get some nice results...

I stuck an upper PTFE gasket on at the same time as changing the plugs, probably reading the same info as you, if your only planning on changing the plugs and leaving it be you might be fine with the original gasket, otherwise if worried order a new or PTFE one.

I would guess and ballasts and or bulbs, the hids direct bulbs are cheaper than finding a set of 2nd hand ballasts so get a pair of those first and try them.
