Roight, fitted climate control to the dci today. I'm currently using the climate panel from the 182 but firstly it's shagged and all the buttons are turning white. Secondly it doesn't match the rest of my interior due to the horrible rubber coating they put on them.

the back light will be on a circuit linked in with all other dash lights. Common 12v and common earth so is unlikely to be related. Probably a bulb there.
Wire the motor up to a battery!

I could do one like my cruise control guide but people will need the interior and part of the bay loom to complete it! Not to mention, the heater box, resistor pack, heater box behind the dash and control panel.

Sort of. There isn't a heater. There's a heater matrix which is a small radiator in the heated box and the heat comes from there. Hence the heating doesn't work until the car is warm.

Nah. Negligible gains you wouldn't notice. One of the most disappointing mods I have done on previous cars. Oiled filters aren't good for cars with MAFs but the clio is good on this front.
I had an apexi filter on mine with a forge elbow and that made a difference!
The engine will be heating the heater up as it works from the coolant system so the problem lies with the fan. Do you have climate control or manual fan controls?
Check the fuses though as often a system like this has several fuses running it. I know my climate (ph2) runs on 12v from 4...
100% depends which stereo you have. You can do anything if you work out what needs to be wired in.
Get something like this and drill a hole in the panel above the cup holder (like on the mini)...
