sounds like some sort of earthing problem if you're sure the battery's OK
i'd start by checking the battery earth leads where they attach to the shell/etc
yes, and if you've stainless lines (?), you'll need to plug the hose up to avoid losing too much fluid. you can usually get way with clamping rubber hoses to prevent fluid loss, but not stainless lines
easiest way is just to keep an eye on the fluid level and use something like a syringe (chemists) to draw the fluid off if the level's in danger of leaving the res
G-clamp's fine for the fronts and you don't need anything special for the rears on these
some other cars have awkward patterns in the face of the rear pistons and you need a windback tool to twist and push. problem with a lot of the simple windback tools is that they only come with the one...
the dephaser's one of the cam pulleys; they can wear and create a lot of noise; danger of them letting go and releasing the belt, with usual consequences
buying one from someone you know who's run it for a while counts for a lot

oil/filter & air filter will cost you about that (^) from Renault; that's 5/40 oil though, which accounts for most of the cost
depends how thorough you want to be, as there's a little more to the inspection service, which is arguably just as important as changing the service parts
what does it actually say on the failure sheet?
they can fail for things like fouling on lock due to lowered suspension, but not stiffness of the dampers/springs i didn't think (:S)
