It will be out because the car is geared and the speedo setup for a larger rolling radius. The cars speedo naturally over reads so with this reduction in RR the car will think the you are going further than you are each time the wheels do a complete rotation! Sam

As above, they are certainly not 16s. They are 17s and IMO the profile of the tyres looks to be more like 35 than 40. Perhaps 215/35/17. And I would say 60mm lowering springs have been used. I personally wouldn't buy it.

As you say the lack of clips really doesn't matter. A line of no more nails or similar secures them on even with no clips at all.

Fuses
