He's referring to the fixed load valve that the MOT stations often piss about with - you should have one of those puppies otherwise you will have massive rear braking effort if you are running the lines straight out of the master cylinder to the rear calipers!
Huey helicopter, 15m of rope and a 1 mile of altitude should do the trick. ;)
