You need an Oscilloscope which will plot a graph based on the varying resistance from the two pedal tracks. If there are any issue with the signal you will see them plotted in the graph/waveform.
It's not a cheap bit of kit and not many DIY's or garages for that matter have them unless they are...
Gaz don't waste money changing parts and looms. Get the pedal tracks scoped and see first of all if there's a signal issue. If there is then it's a simple process of elimination working thru the connectors.
I do loads of these and it's rarely actual components that fail.

if it's a brand new/virgin UCH yes but they will need the vehicles access code to allow them access to the secure coding area. This is VIN specific and if the vehicle has had a UCH/ECU/Keyfob swap from another vehicle you will come un-stuck as you need the access code for the doner cars VIN...
