What Sky state and what happens are two seperate things. My parents recently upgraded to Sky HD and were quoted the £60 "install" fee but a few choice words later and the threat of cancellation and they waivered the charge.
As an existing customer the cheapest place is Sky. If you sign up to their phone and broadband package you can get it even cheaper.

Be* changed their DNS servers a couple of weeks ago as "some" people were having problems. Of course anyone with any common sense would just use an alternative like OpenDNS or Treewalk anyway.
