the washer jets are held on by a bolt from the inside of the bumper, I took my bumper off to get at it properly, dont know whether you could get at it any other way though??
Wonder if you could get at it by removing the arch liner instead of the whole bumper?
no, your looking at it the right way.. the mk2 172 et48 wheels sit in the arch 5mm more on each side than the original mk1's et43. If you dont put spacers on, you'll narrow the track by 10mm.. but IMO I wouldn't put spacers on.. its your choice though..

Clio 182 45 (Cup and Trophy are the same)
Clio 16v (phase 1 and 2) : 36
Clio Mk1 (excl. 16v & williams) : 37
Clio 172 Mk1 : 43...
bumper off ebay £50, bodyshop to spray it £100, fit it yourself, so no more than £150

you dont "need" one, but you'll feel a big difference performance wise with one. I ran about with what you're suggesting, then months later got the remap done. Big difference.. also got the inlet manifold fettled with at the same time too...
