Yes it does. Bulbs used in europe have to be 'e' marked for approval. The 'e' marking of bulbs applies in the country! Nothing wrong with them bulbs and they give off decent light!

My old 1.2 16v did this, it's common. Take it out for a good 15 mile drive, let the engine stand/cool then check it :)
