Renault allow a maximum of 500ml every 1000miles. Anything more and there is a problem. The fact that it uses oil though is perfectly normal.
Mine uses about 500ml at most between oil changes (3K miles) and its on 55K.
A lot better than my old Yoko A539s (and even older A520s) but thats not hard!
I like them, very grippy IMO, best tyre Ive had yet.
Id imagine the Rainsports are a bit better in the wet though (from the name lol, and what people say about them)

You can still get a big brake conversion on your 15"s!
Standard disc are 258mm, and K-Tecs Big Brake Conversion use 285mm discs i.e. still fit under 15" alloys.

Ive used 10K boost on mine and was really impressed with it. My valver was on about 51K when I did this, I wouldnt recommend it though with your mileage!
Any good bodyshop will be able to sort the rust out fairly cheaply. Better to get it done sooner rather than later!
As for the E/W switch...
Once the coolent temp gets up to normal, the oil temp will start to rise. Mine normally reaches about 60-70 within 10 minutes.
You can gradually rev it a bit more as the oil gets warmer, but most dont boot it until at least 70, normally about 80.
