Yes, although cars that have less steering lock IRL will match up. (eg formula cars and the Ginettas have very little lock too)

Not on console, but I've played both and I honestly prefer Pcars. I don't feel either is that accurate, but they're both reasonably close and Pcars is a better 'experience' IMO.
Better to have difficulty at the MOT than going to brake in an emergency, locking the rear wheels, and pirouetting into whatever it was you were trying to avoid.
