That low is likely to make it stay on cold map IMO. MPG rules out the precat lambda - usually the MPG deteriorates when it goes.

Usually Pre Cat Lambda that fails, as above. How's your MPG? Also there's a possibility that the cat is just s**t - it's not OE.
