Yeah. They're wired into the interior light. If you turn the interior light on manually they come on then too.

It's careless driving if you're seen operating such a device and it affects your driving, which it will.

Corsa's view of that turbo crash. Skip to 8:40ish. I reckon he booted it, spun up causing full on understeer, realised he was heading for the grass and snapped the throttle shut giving instant grip to the front wheels.

It's a BMW. Even if you put it on a trailer, it still wants to go sideways.
