Just use a bit of metal polish to keep them clean every now and then. You could try some form of sealant on them (poorboys wheel sealant is good), but not sure how well it will work compared on top of paint. so long as you wash them regularily they'll be fine.

what's pricey? contis won't last long so avoid imo. F1s might be the way to go. Depends what your budget is, but i'd suggest saving for some good rubber as the car will feel crap otherwise.
seems a bit pricey with the damage (hard to tell how deap it is) and if it's not had the cambelt done. I know they have had it serviced by renault, but they dont know about the belts needed doing from my experience. Mileage is pretty good imo.
