I would invest in a set of better con rod bolts (ARP) as these are the usual culprits to break first, apart from that getting everything blueprinted would get the best out of the engine. Cams would be good, but then you need a good map/aftermarket management so it depends how far you wish to go!
if you are stating n/A and want decent power (200bhp+) then it doesn't matter what you start with as most of the innards will need replacing if you wish to go over 220bhp mate - what power are you after?
do you have a receipt for it at all? No one in their right mind would change a dephaser without doing a belt.
If it doubt just get the belt changed, does your cup have air con? If not it is pretty cheap to have done
Looks lovely mate, a mate had a turbo one, was just under 400 bhp and I have never driven a car that would get to 180mph so quickly like that one did - mental cars
As said, the dephaser is NOT on the service schedule - the cambelt (full kit with tensions and aux belt and tensioners) are due every 72k or 5 years, which ever comes first, and the aux belt is due every 36k.
The dephaser is not required to be changed, and gets noisy due to owners missing oil...

Personally i'd not want one blanked off - you get a great noise (normally like a loud flutter) but that noise is the inlet air rebounding back off the turbo blades, so a weak/old turbo can be damaged by this.
Not much to update, been using it for work this week and totting up what needs doing:
Service - it's coming up on 72,000 and the plugs REALLY need doing - it's getting the usual low rev misfire that usually happens on the F4R when plugs get old.
