I'd consider paying 20 quid a wheel for a refurb but that's cheaper than anywhere I know.

It is 9 daNm which is 90 Nm - most of the Renault pdfs have torques in daNm. 1 daNm = 10Nm.
Edit: I have that same pic above from a different manual and all the torques are in daNm and the wishbone bolt is 9.

If you have some tools that can lock the cams and pulleys in place while you remove the pulleys and the same for putting it all back together then that should be fine.
If you read the guide or renault pdf you'll see what you need to achieve. The pulleys are not locked to the cams with woodruff...
