Whta re you questioning if the belt needs changing?> They dont have a timing and cam belt as by definition they are the same thing. They do have a Cambelt (thats the renault name for them but its the same as a timing belt) and a aux belt. You won't miss the Aux belt there on the drivers...

springs houlnd't lift it at all that much unless your old ones were lowering springs. What measurment is that 26 inches of?
