Heating systems yep are the same on them all from memory. Check the resister pack but being as your cars got the aircon removed I'm not sure what has happened the aircon might be having a right trouble with it. Also check the relay. Temperature fan shouldn't be an issue

Nope there no fan belt on Clios since there not like that people often refere to the AUX belt which power the alternator PAS coolent pump air con etc. There the main belt which powers the coolent pump (on some modesl) and turns the cams and thats it. All Clios use electric fans
