Yeah it means 182 non cup, the 182 cup has different bolt spacing. Pretty sure the standard 182, 172 and 172 cup are all the same part.

Mark fish is the god of all things suspension.... if it can be done, he can do it. You can always just get some hubs off of a standard 182, then you can use any coilovers.
Welcome mate, there's nothing wrong with buying a car that needs it's belts doing, I did. Means at least you know for certain that it's been done and who it's been done by.
I would be looking ot buy one with a FSH at a specialist though tbh. What is your budget likely to be? Service history is...

Keep saving and buy some decent coilovers, standard with a whiteline ARB would be better then odd shocks.

Perfectly good set up for the road, I've got the disks and pads and will be buying hoses when it comes to service time.
I'm sorry to say, I think you'll be disappointed. The eibach's are a lot better than standard. I'd bet a good amount of money on it being your shocks.
Ride comfort has very little to do with the amount of travel the spring has (without going to extremes) eibach's are progressive, not linear, so...
