Welcome to the club, you'll probably be a little disheartened to hear that "tuning" a 182 isn't very easy. There's only small BHP gains to be made for relatively big money. The best way to get the best out of your car would be to do basic breathing mods, suspension and brakes.

Cleaning it is generally pointless unless it's totally filthy. Reach over the engine, down by the exhaust manifold, top/back of the gearbox, you'll feel it. It is plastic, but you have to pull the metal heatshield off first, but maybe not if it's not fitted.

Speedo sensor is an easy job too. Pull it out the back of the gearbox, plug new one in, push back in. Done.

Not really, it's not a case of taking the weight off, you'd have to lift the wheels right off of the floor to feel any effect. You've got the weight of the car and the compression of the spring pressing the underside mount against the turret, I don't think it's going too far. Even if you...
