Never tried the top end when I had mine! But there will be more drag from the tyres since theyre wider but could be a whole host of things though!
Have you really tested the acceleration?? I couldnt tell I was any slower until I actually tried and it really did show!! I must admit the 195s are...
I think it would depend entirely on the circuit. There was another Autocar group test where the 172 beat the CTR round the track. Long straights suiting the CTR whereas tight bends would probably suit the 172
195 tyres will not fit a 7.5" rim thats fact!! There is a standards body out there (cant remember the name but all manufacturers adhere to it) that says 195 is the narrowest tyres you can put on a 7" rim so that rules out 7.5"
That CTR pic in not standard it had had body modification. I like the CTR but Im not a fan of its looks but thats not to say it isnt good looking. Every one has different tastes some dont like the look of the clio!
Was looking at the cliors.com site and it has some info about a new 172 variant. The altavista translation is a bit weak but here goes...

You could put wider ones on but you would have to go for 40 series tyres so not to affect acceleration. i.e increase tyre diameter.
I wouldnt really reccomend it though. The best match would be a 215/40R16 but that is much wider will tramline really bad and it may rub plus more expensive...
You can stick the Contis anywhere you like! I swapped mine over no probs but I think its best to buy 2 new tyres cos its a lot cheaper than 4 new tyres!!
Have you not got a side on pic?? Doesnt quite look right using this angle photo. Plus you cant see the disks through the wheel so its a bit misleading
