It isn't road tax. That was abolished in 1930. It is tax on the vehicle. It is commonly, and incorrectly known as road tax, that's the only link.

Vehicle Excise Duty (VED) is what you pay each year. It is tax on the vehicle based on emissions output. It is NOT TAX FOR THE ROAD!!!
