You should be able to push it with your fingers into line. Of do you mean it's not coming down far enough onto the rack? If its the latter it's time for a new column as you've started to collapse it.
It should've been changed. If he asked for a belt change, it's what should've been done. You don't go and ask for a service, and list off everything that should be done do you? Greasing joints etc, its part of the Job, and unless specifically requested its not changed they have not done the job...
