nope, that's not possible
that's a belt failure of sorts ,probably the upper cambelt idler or the auxbelt, maybe the inlet/exhaust pulley have come loose or the crank bolt streched, valves get a "double bend", rockers fall off and get smashed by the cams, your cams will be scrap too
problem...
dephasers on 197's seem pretty reliable, so don't worry about that
water pump is a must on a 197
cambelt is the timing belt ;)

from memory the head is not as good and the bottom end maybe lower compression, can't remember the exact differences
yeah from memory the ap kit for the clio runs a big pad
but to be honest you won't get better the PF97's and the stock calipers - best braking performance there is!
