Being slow is down to user error, unless the hardware actually failed? (in which case you'd have nothing).

But tbh, for the sake of £40, I'd be upgrading the PSU - both for longevity and safety - PSU's that old have a habbit of going bye bye.
Surely the turbos in diesels are designed for lower RPM boost than that of a petrol?
