That could be a multitude of things mate ranging from the power steering pump, the alternator or the water pump. Personally I don’t think it’s the water pump as they make more of a metallic noise.

The nut isn’t all the way down, so yes it will. But the big problem comes with if the nut has a wear groove where the preload washer sits. If it does, you tighten the nut onto the bearing and not the preload washer.
Guess what happens then.
