Can't view the video, but in the picture it looks like etching that people get from acid rain. I would think an agressive machine polish would take them out, all depends how deep they have etched as to how much clearcoat would need to be removed to sort it.
Yeah the consumer stuff is mild.
You can use Quick Detailer with the aggressive stuff, though I would be inclined to use a soapy water mixture instead, and make it sure it's extra slick, 4-5 capfulls of car shampoo in a spray bottle.
What colour is your car? Will you be working by hand or machine?
If so Scratch X is the best formulated products for removing swirls by hand, that said to do a whole car with i takes elbow grease and some hard work.

Designed for bodyshop work, will lift of the likes of overspray much more easily than the consumer stuff. Unless you have specific needs I would stick to the normal stuff.
If Wonder Wheels is not touching it there is not many more stronger acid based wheel cleaers out there.
Maybe look into Meguiars Wheel Brightner and also try and see if claying will shift it.
