Theres no need to touch the arches in any way, shape or form even upto 60mm drop on 17s (as long as your wheels are the correct offset which is ET37)
You can have a full car of people on 60mm 17s no probs
the 172 is 20mm lower than a "base model" clio but if you put Eibach 172 springs on it (30mm) technically speaking youll be 50mm lower than a base model clio!!!
they are a budget tyre as far as i know, dunno why TVR use them!!!!!
