Quick update on this, I took the crank sensor off to have a look and tested resistance. Resistance was 220 which is normal, so gave it a clean and refitted. Now the limiter is kicking in at about 4k rpm, so I'm concluding that either the sensor or wiring is faulty. Will order a new one and...

It's got some pretty horrendous lacquer peel on the front bumper and mirrors. There's also some very small bits on the back bumper but otherwise the bodywork looks ok.
