Just replaced the bulbs and they still don't work and blow fuses when switched on. Anyone got any ideas what it could be?

A few weeks back the passenger side xenon stopped working, now the other ones gone. I've just checked the fuses and they had blown so I replaced them. As soon as you put the the lights on they blow again. Could this just be the bulbs? do I have to remove the bumper to replace them...
